Yes. Our commissioners are appointed by Québec's Ministère de la Justice under the Courts of Justice Act and listed in the public register of commissioners for oaths. The session is held by video, the declarant's identity is verified before and during the session, and the sealed document carries the commissioner's name and commission number, the date and a verification code.
A commissioner for oaths is not a notary: we do not notarize or apostille. For a document going abroad, check with the receiving authority.
An affidavit is sworn ("I swear"); a statutory declaration is made by solemn affirmation, with no religious reference. Both have the same value and are received by the commissioner.
